The city is actively cultivating a highly skilled workforce, particularly in key industries such as integrated circuits, artificial intelligence, and biomedicine. The city's efforts have yielded positive results, with 172,000 highly qualified professionals from both China and abroad choosing Shanghai last year, marking a 12 percent increase from the previous year. Currently, Shanghai is home to over 6.75 million highly qualified professionals, and it has issued 441,000 work permits to foreign workers. Moreover, the city's universities and colleges contributed to a pool of 242,700 full-time graduates in the previous year.
